Program Description

CAMEL addresses the present and anticipated future impacts of climate change on the livelihoods and food security of vulnerable smallholder farmers, agropastoral, and pastoral communities in climate change-affected woredas of the Somali region.
CAMEL provides an integrated package of climate-adaptive livelihood support, anticipatory action, and climate services for at-risk communities, particularly small-scale producers, other value chain actors, women, and young people.

The CAMEL program comprises two projects.

  1. Strengthening the resilience of vulnerable groups in the context of the desert locust infestation in Harshin, Mulla, and Erer woredas of the Somali region, Ethiopia
  2. Integrated Smallholder Farmers Resilience and Livelihood Support in Awbare, Harorays, and Tuliguled woredas of the Somali region, Ethiopia
    The Program’s major activities include enhancing agricultural and livestock productivity and production; post-harvest management support; market access and linkage; promotion of nutrient-dense food consumption; financial inclusion; and diversifying livelihoods through the adoption of agri-based livelihoods and off-farm income-generating activities.

    • Somali Regional Agriculture and Natural Resources Bureau,
    • Somali Regional Livestock and Pastoral Development Bureau,
    • Cooperative Promotion Agency, and
    • Bureau of Finance.

Relevant global, national, and regional policies and strategies,

  • CAMEL program directly contributes to the CAAP’s seven-year strategic plan (2024 to 2030), Somali Region Multi-Year Resilience Strategy (2023-2028), and the Durable Solutions Strategy 2022-2025, Ethiopia’s Ten-Year Perspective Development Plan 2020-2030 (10 YDP), and the Climate Resilient Green Economy (CRGE) Strategy, Ethiopia, and UN Sustainable Development Cooperation Framework (2025-2030), contributing to the country’s vision of becoming a middle-income country by 2030. The program also contributes to Ethiopia’s efforts to achieve the SDGs 1 (No Poverty), 2 (Zero Hunger), 5 (Gender Equality), 13 (Climate Action), 15 (Life on Land), and 16 (Peace, Justice, and Strong Institutions).
    CAMEL also contributes to the Humanitarian–Development–Peace (HDP) Nexus in the Somali region
